I will not dramatize this out with a long rant about how I feel targeted for whatever reason. Here is the message I received:

Here are my source files for EVERYONE to see, because I just LOVE revealing how I legitimately created my entry. Maybe some of the administrators will learn something from my process as well for their future entries.

The fact that someone else drew the silhouette as well is not my problem. I just ask that I be given a chance to show my work, rather than belittle me in front of a contest holder.

I tell you what, I bet the total of all the ongoing contests right now that you download that vector file and not a single one of the control points adds up.

#1 you are not being targeted, because I don't take this type of issue public you have no idea how many of this type of issue is dealt with on a daily basis

#2 when something is reported I have to follow up on it
#3 Did you take the photo?
#4 I don't need to learn anything from this

I took this public because my design was knocked off publicly. I don't believe that was handled too privately, now was it?

this is probably not quite plagiarism and that's why you are still not banned.
But the infaction is absolutely legitimate. Yor silhouette is an exact copy of that clipart.
The fact that you have traced the photo yourself doesn't make your work original.

Here on DC we consider that creative work is a bit more than tracing a photo someone else has taken and using this as the main element of your design.
