Non-Profit Contests

I read somewhere on here that "Community Contests" is for non-design team members. However, I did see that non-profit contests does not say "Design Team Members Only!" so does that mean that anyone can enter? I couldn't seem to find anything saying I could or couldn't.

You can enter all contests (CC's and Non-Profit/Charity) except the "Design Team Only" contests.
