How much to offer for a Flash Contest?

I want to have a frame on a page turned into a flash component. I know nothing about flash and nothing about what I should offer for a fee.

I want the black waterfall area turned into a moving waterfall with lighting like in that frame. I want soft waterfall sounds coming from it.

I am going to start a contest in Flash. I would like some feedback as to a fair price to pay for the winner.

I don't see much creative potential in this project to start a contest if you just want to add flash animation to the given image - the designers will have to do the same thing and it will be very hard to judge.

But if you want to see different versions of waterfall and their animations I would think about $500, but it is only my personal opinion.
