This is most easiest thing to make actually. Ad a white stroke in a layer setting and also a drop shadow and them just move it till you got them placed like you want. Can be made in photoshop or paint shop pro.

There are simple ways of doing this in Photoshop CS3, as long as you don't mind creating a few layouts and reusing them. If you do it correctly, then all you would have to do later on is choose the images that appear inside the layouts.
I think there are similar options available for Illustrator and possibly InDesign as well.
