I have to disagree with you, Having gif animated avatars will hurt the website overall look and feel.
There are very few good gif animations out there, and the other ones just look outdated and too flashy.
DeviantArt allows gif animations for example, and my humble opinion is that it unnecessarily distracts the viewer from the content.

Yes you are right, it goes both ways.
there are good ones and then there are bad ones, plus it affects the loading time.

Yes, but on sites like deviantart, there are gifs allowed for display pictures.
I'm sure that Design contest will have them in future, but how soon, dont know :p

Completely agree with VladTodirut - this would hurt site usability. We have avatars in each op-up and comment section, it would look too flashy.
