Design Originality

I recently ran into someone who completely reused a winning design and submitted it as their own, but I could not report it because I didn't have the link to the original. (This was a complete coincidence. I was skimming the home page, etc and when I got back to my contest the next day or so, I noticed the similarity.) And even though I searched for it here and on Google. I couldn't find it. Maybe there could be a way that each design is ran through some type of recognition software (parallel to that of turnitin.com) and warns designers about it before they can submit it.
