About LinkBacksWhat happens when the contest gets closed but no winner was determined? Does that mean they didnt want anything?

What contest?
If it is a non guaranteed contest then nothing can be done about that. The contest holder may have decided they didn't like anything that was in that contest, who knows.

Does anyone follow up on these folks that don't choose a winner and see what they eventually use as their logo? I feel like it would be easy to give a logo design to a designer of theirs and have them recreate it.

We do the best we can. The prepaid contests the contest will go into poll mode but the non pre paid just ends as a dead contest. This happens and not much can be done about it

You shouldn't be mad about it when no designs get chosen, you don't have to participate non-guaranteed designs.
