The illustration contest "Squeezie" had choose a psd file as winner and i know CH needed the illustration to print very big poster for this and the designer given 300dpi but didn't specific the size, i wonder is the rules of vector has change?

It is a print design and if the ch wanted photoshop psd file then it is fine, no different than a poster made in photoshop as long as the source file is a layered and sized at 300 res then it is fine, logos are required to be 100% vector original source file This was for a print design for a package.
