Where in the rules and guidelines can I find information on abandoned contests? I have gone through all of the FAQs and the guidelines and still can't find a definitive set of rules on what happens when the CH is suddenly AWOL.

Some contests seem to float around forever, closed, a few designs newly rated, closed, not quit abandon... sort of Zombies...the contest holder seems to extend and extend without resolution. They just seem to sail off the edge of the earth. DC must be giving them the benefit of the doubt, hoping for completion. If the contest is not guaranteed, I guess we just move on.

This is a problem for all crowd source sites. At another site I participate in, a contest holder just put up comment saying he needs at least 90 days to reach a decision on a long closed contest. This on a guaranteed contest. The paying contest holder does have leverage over everyone. Such are the joys of a service business:(
