yes you can change all the holes at same time but you must create the hole as symbol;
select the object > right click > select symbol > new symbol > name the new symbol > then okay
symbol created; now use it as object (hole)
to change the size of all select any one > right click > edit symbol > change the size > press 'finish editing object' button after completion.
see the changes.

another way to do it is using clone option (edit>clone). any change you make to the master object, it will automatically apply to all clones. otherwise, if you make a change to a single clone, it will be applied to that clone only. if you don´t remember which object is the master, just right click on the object, and select find master.
