RGB monitors and televisions show colors combining Red, Green and Blue, the combinations you choose in a color palette using those 3 colors will be most accurate (not exactly the same considering the calibration of the monitor) to someone viewing your design in a monitor, television, tablet, smartphone. CMYK is the combination of Cyan, Magenta, Yellow and Black wich you get in Digital Printers and offset wich we can get very close on the software but never the exact values you´le need when printing, and thats why designers and printshops use the Pantone catalogs as a reference for the final color.
Hope it helps.

For web designs only use RGB, but for any kind of printing you have to use CMYK.

also when exporting file for preview or something in jpg, you'll have to convert the current CMYK into RGB palette to view more accurate colors on the screen :)
