My opinion is don't use either of them.. infact don't use portals at all.
I can honestly say that I will never visit a site run by a portal. They are unoriginal and most of the time lack in content. Sorry to offend anyone, but its true.
I think you should just create your website yourself. You can use simple include commands to create the pages, that way you only need to edit one file to change the menu, etc.
anyways.. the moral of the story is.. DONT USE PORTALS!

i dont really agree or disagree as it depends if whether or not u want to do it urself. Im wanting to to develop a site or my own where i can use portal systems but at the same time i want to learn a language and do it myself, so again i say it depends on how much time u wish to spend on it.
good luck

i dont like full on portals but news posting php systems and stuff are alright. i think its only good if u get it then edit it all and add the stuff u want urself like members pages etc.. but if u dont know php too well then u can always use web portals and edit the php once u know it
