Sure bud, i can give you the gyst of it.

HTML - Static language to make webpages that don't do anything
CSS - Style Sheet language that makes a page look the best it can.
PHP - My personal favorite langauge. Used to build dynamic pages like message boards. Used generally with a MySQL database. Works on both IIS & Apache servers.
ASP - Another dynamic language used to build scripts like message boards and more. Generally used with a MSSQL database. Works only on IIS.

There are a ton more languages, but the gist of it is that you need languages like php, asp, jsp, perl, etc... to build interactive sites like guestbooks or message boards. HTML and CSS just make boring sites that look good, but don't do anything.

Oh, i get ya.

CSS is a complete style language. Not a function one. One example would be like you can make one style sheet and in the style sheet, definate link tags to be like a green color and bold. Then every page that uses that style sheet will have all their links green bolded. And you can make one change to that page and everything on the site that uses that property changes as well.

It's a godsend for making layouts easily maintainable.

Hope that answered it.
