Well, first of all you will need to be a member of the Design Team to participate in the contests.
You will need to have a website or a server which you can upload your photo to. Once that is done, in the reply of a message you would put the location of that photo into your message.
So if your file was named "photo.jpg" you would put http://www.yourwebsite.com/photo.jpg
I hope that explains things.

yeah like penguin explained you basically..
you might want to sign up at some free host service (just browse the web for that and hope to find a good one), then you upload your stuff (which can be done through the web... that is if that service is provided by the host or otherwise, via ftp.. and you can download free progs for that)
When they say the url, you can just as well see it as the website address. URL stands for uniform resource locator in case you wanted to know that
If you have more q's, just shoot!

You are still capable of participating in contests in the low-cash/non-profit area of the site. This section is great to build up a good portfolio and get involved in the community. After some time, I'm sure your skills and reputation would go up and you would be accepted onto the design team allowing you to make money and enter contests.

You can open a free account and use that for your pics. Just use a client ftp tool like wsftp and upload the images to the dir. With the url you can link it from here.
