i am using Inkscape for vector graphic . not bad. cool enough when i made some rough design on it, then make it smooth by deleting the unnecessary nodes. :)

Adobe Illustrator is very user friendly and it's industry standard for printing, less problem when for final work.

To start with try Inkscape as it is free and decent one to start with. Industry standard in most countries is Adobe Illustrator, followed by CorelDRAW, Xara, Serif, etc.

Photoshop, as the name suggests if mainly for photos/images, not meant for vector drawing/logos. Instead try Illustrator or Inkscape if you want a FREE one.

I share the montenegro's oppinion. Corel is friendly and I use it, but I think that Adobe is getting monopolist in all multimedia fields and the Illustrator users are growing at the expense of CorelDraw. Combining Corel with Adobe is the best way. CorelDraw is more flexible, faster, easier to work with +1 for Corel.

Photoshop creates raster images with pixels. Vector is done in Illustrator. So even if you use pen tool in photoshop it will still be a raster image.

Is it advisable to make vector-based logos using Photoshop using the pen tool?

For the publicity area CorelDraw is the standard, it covers areas like plotter cutting, general graphics, etc.
