you can use illustrator, the background i think is with filter Smudge Stick, The result of the texture is close (I'd show you but I can't upload photos

a pattern is probably overlay-ed on top of logo, check if the noise is continuous across color boundaries. if yes, then the logo and the noise pattern are seperately placed with the pattern on top and overlay-ed.

Try to make a logo in illustrator, and then to apply an image of an old paper for example, in front of the logo, and make the image multiply.

This logo can be done (vectorized) in any program: Illustrator or Corel.

i dont think you can do it on inkscape. illustrator might be the software you have to use.
