First go to www.php.net and download it and install on your computer.
Then buy some book php for dummies or something.
The do a search on google for 'php tutorials'.
The practise, practise, practise, in about 6 months you'll be writing pretty nice scripts already.

Nah... you don't need any math skills for PHP coding, except for basic 4 arithmetic operations skills :) well everyone knows those i hope :)
Just be consistent in learning it, not just here and there but just keep reading and writing code. That takes a while, but if you're into it, just keep working.

Check what free host offers, if they have PHP among their feature list, then you're safe, otherwise spend a buck or two on paid one.

I can't think of any. There aren't that many good free hosts out there now. Brinkster now has ads. :( I will search though, I think I may have seen one the other day.

I know www.altervista.org but it is in Italian.

The initial offer is of 100Mb of space with a 10Gb/month band, no database.

When you grow up you take points and you can use them to obtain further space or a database or to increase the bandwith.

check this site out ... http://deltawebhosting.com/

for 3 bux, it's unbeatable. here's what you get:

Disk space: 500 MB
Monthly bandwidth: 10 GB
subdomains: Unlimited
POP3 accounts: 500
FTP: Yes
CGI: Yes (full cgi-bin)
PHP: Yes
MySQL: Yes (multiple db)
SSL(if ip based): Yes
Raw logs: Yes
AWStats: Yes
FrontPage extensions: Yes
WebMail: Yes (squirrelmail)
Site Control Panel: Yes (Ensim)

i've noticed that it's not the fastest hosting out there, but i have my site hosted on it, and it's not too bad.

The best thing to do to learn is read the manual, and try along. Especially look at the examples and user notes: these are usually more down-to-earth and easier to understand than the sometimes cryptic manual definitions.

If you need some tutorials, more examples, etc., try checking out http://php.resourceindex.com/.

The cheapest place I've seen is GoDaddy.com.
