i have a very stupid question,
how do i know which design is the best rated?
and who rated the design?
contest holder or all the user.

not stupid question , lots of ppl wonders the same all the time!!
in both professional & community contest CHs only can rate entries.
u can tell who's best rated based on how long the dark gray bar under the entries. (if the CH rated them ..some times they don't & u can't tell witch is best rated then)

& also the best rated appears from top to bottom starting from left if u noticed. " if u set the page preview to [Best rated first]
if u don't they will start with the recently submited.
some times CH only depend on comments to direct designers.

if the gray bar is green that means the CH says that ur entry needs work & u can submit 1 more design to edit it upon their request

it's very likely.
however it is just an indicator of what the contest holder likes best at the moment. He may or may not change his opinion later on.

Sorry, just to clarify, if a green bar and you can submit changes to the design, does that not count towards your 3 submissions?

No it doesn't count. If the CH asks for a revision then you get another entry. That revised entry has to be a revision not a new entry

I've also noticed if you hover your mouse over the gray bar, it tells you how many points out of 100 the entry was rated.

I didn't realize what the green bar meant. Thanks for clarifying!

Ah, finally an answer to this question. Thanks for clarifying. I do quite like the revision thing -it's helpful for both the designer and the contest holder.
