The design selected by client is owned by client but what about the design which are not selected? Can designers use the same design with modified client name for some other similar type client?

yes, you still own your design if it is not selected and you are free to do what you like with it, including reusing it in a different project.

Good to know! Would also like to know if winning designs are allowed to be used in the designer's portfolio? Or is that up to each contest holder, so we should ask them upon selection?

Good question! This is a bit of a topic of debate among designers and contest holders. I have found that, for the most part, CH's have no problem with you showing you logo in your portfolio, but there is the rare chance that they do not want you to use it - but many designers believe that being the designer, you have the right to show it... if you are unsure, just ask the CH if your logo is chosen. But, for the most part, it's usually perfectly acceptable to show your design in your portfolio.
