HTML(Hyper Text Markup Language) is the standard language used in all the website layouts. It simply defines the Web page’s structure using different elements and tags.
CSS ( Cascading Style Sheet) pages are used for defining the website’s style. To apply any style throughout a website, a Web developer can use CSS. It works in combination with HTML to create the overall style and look of a Web page.

I like the CSS, You can make the web site using that as you want-fast, easy, practice. Example some flashmo.com, templatemo.com CSS templates

Today You have Artisteer - web design software and joomla template maker web program for web creation with CSS, CMS style, you can redesign the CSS in Dreamwaever form Artisteer program too, to link all the web template pages...

HTML is used to make website as CSS style is apply to HTML tag. Also I recommend to make website tableless i.e. in CSS so that you can maintain your website easily, it will load fast and it is SEO friendly.

CSS3 is cleaner and more user-friendly than strictly HTML. You have more control and can easily make changes and additions. LESS is even better!

Even though I'm a newbie to this whole world of HTML and CSS things, but I don't think comparing those two things is correct. CSS is a very significant supplement to HTML, making it more versatile and beautiful by styling the elements of a website. And HTML is just a markup language, it's sort of a skeleton of a website. Basically, they are complementary.

HTML is Hypertext Markup Language which is used to make static as well as dynamic webpages, blogs or websites and also to create the actual content of the page, such as written text whereas, CSS is Cascading Style Sheet used to make visually attractive and better webpages through the designing or styling of the website, including the layout, visual effects and background color..
