How to design with a blurred background? I just saw my friend uploading an impressive picture on a crowded street. It was designed with a strong blur effect and it looks really wonderful. I just wanna know more about that blurred tool. Please help me know any useful tool or editor.

You can use adobe photoshop to blur the background. I am suggesting adobe photoshop. because this tool has lots of features. You will have full control over your images. 
It's pretty difficult for beginners to do such kind of work. but you can learn a lot of things about photoshop on youtube. There are many sources. 
If you are really dedicated to learning about how to do these kinds of works, then you must try to start learning Photoshop.

motion blur, tilt shift path blur and many more 


all you need is to learn it and master it. to create awesome background blur
