because "cool flash sites" forum is premoderated. The threads need to be approved by a moderator before they appear for public.

I am sorry , i thought that any thing related to Flash design will be in cool flash sites section .

If i have any tutorials or topics related to Flash , should i post it in Design Chat section too ?

yes, tutorials and flash related topics should be posted either in Design Chat or Vector Graphics
Cool Flash Sites are for examples of flash design and programming implemented in finished projects.
