When my entry is eliminated, can I use that same eliminated design in another contest?
Or I need to wait until that contest is finalized in order to reuse the design?

I can't find anything on this in the Knowledgebase. How often does a CH un-eliminate an entry? Not often I think.
The safe thing to do would be to wait until the contest is finished. But if you cannot wait, maybe submit a ticket and ask one of the admins to remove that entry from the contest so you can re-use it again.
