Sorry to hear your design has been copied. Unfortunately, it happens to us all from time to time.
To report the design - Look at the top right corner of the design on the contest page - you will see a report design icon (triangle with an exclamation point in it). Click on it and follow the instructions. It's best to do this if you see something wrong as deterring people from copying benefits us all.

I'll try and answer your questions:
1) 'whether when we report our identities can be known ....?' - Yes, the reporting designer's name shows up in the designers court section of the forum.
2) 'whether the mimic will get sanctions .....?' - If the design is deemed to be a copy then the design will be removed from the contest and the designer will get an infraction point.(I think I read in the forum that once a designer has 3 infractions they get a 6 month ban but I'm not certain about that).
3) 'does affect my rating ....? when I often report ...' no, although it needs to be done responsibly
