should the font used be detailed when submitting the source file to the CH?

What do you mean by detailed?

All texts included in logo have to be converted to outlines.

You can let the CH know what font you used, if that is what you meant. But yeah as stated, for logos, fonts should be outlined. Fonts shouldn't be given to the CH unless the CH paid for it, or the font is free to be used commercially

How about fonts used for posters and brochures... should all fonts be converted to outlines?

The most secure is to convert all fonts to curves.

The fonts should be outlined...if CH asks then specify the font to him.
