I can hardly see how you can run coding projects as contests. Maybe because I am not a coder myself? If you have a clearer view, I would really like to hear your ideas about these contests.
What I believe is that we should try to keep the contests in the coding and marketplace forums. But you can prove me wrong...

I think it could work for people that need.. let's say a shopping cart system. The good scripts that don't win could still be sold by the creators.
But maybe it isn't such a great idea indeed.
A well monitored freelancing forum could work well tho. Where people put down what they want to have done, and the coders can reply with their portfolio and price. That way the author can compare price/quality. Then a good system for setting minimum prices is a must, so people can't go lower and lower just to get the job.
