To decrease file size in Paint Shop Pro do the following:

1.Open yout Paint Shop Pro program, and open the image that you want to reduce the size of.
2.Hit the "F12" key or click on "File", and go to "Save As."
3. select the drop-down menu for the "Save as type," and then select "JPG JPEG."
4.Select the "Options" button.
5. To change the file size of the image, edit the "Compression Factor" slider to a higher number. Generally a compression factor of ‘7’ will result in a good image with a smaller file size.
6.Click "OK," and then click on "Save".

reduce the resolution means compression factor and save the file it will resize it.
