I am currently re-designing my hosting site cause well it sucks. I am not much of a programmer so coding this wont be an ez task but I think it will be worth it! Comments and critz very welcome!

yes !! this is the best u've done so far !! really awesome improvement keep going !! may be u can add some sort of shadind under ur header titles: our technology, announcements ....

you really are improving better than most your others!
the navbar looks bland, maybe make it a lighter colour or add some shading there to spice it up
nothing in the bottom really jumps out, maybe add some pictures there or change the text colours
good effort!

It is better than the one you are using, so that means that you are getting better. Here is a little tip though, I would stay away from oddly shaped boxes, they are hard to make look nice. A good way to work on a layout when you're just starting out is to mock it out in html as you go along, that way you aren't stuck with a design you need to redo because you just can't get it to look right.
