all these sites offer royalty vector that can be downloaded for free and used how ever you want. best thing on earth. FREEBIES rule!!

if you want some other royalty free art that you have to pay for but is super awesome go to Go Media's Arsenal - Professional Design Weaponry this stuff is amazing and its a pretty decent price for the usage you get out of it.

Here's another site for vector graphics... nothing outstanding, but good quantity, and sometimes you'll find a simple shape/object that's a good starting point for other things...
