Adobe Fireworks is made for creating websites (along with Adobe Dreamweaver.) Whereas, Adobe Photoshop (as the name suggests) is primarily made (although possessing some web related features) for editing photos and creating 2D and 3D graphics.

You can export a variety of file types (e.g.: .png, .jpg, .bmp) from Photoshop that can be used for the web.

Hope this helps,
Luke Pettett

Watch the first video in the Fireworks CS6 Training course. It explains the difference quite nicely between Fireworks and Photoshop.

Fireworks is a good for web, because there is one trick, when the answer is image manipulations. If you have an image in a web site form CSS templates in a Dreamweaver example, you can go on a possible CSS Style menu, find the image name, and if the image created on a Fireworks, you can rename this, double clik, drag and drop on image and save that in the name-not different because the link will not work correctly, just apply on that name. And if the answer a banner, you can use this trick. I like the Fireworks for this web using.
