Yes, yes it is.

well, it depend on your project type.
if you use PS for picture editing like altering image color or tone, you will not need the pen tool. but if you are working on picture advanced editing that include masking some detailed parts, or working on a logo project, then you will need it (or change to illustrator).

If you should do a lots of shapes (for example) you should use obviously Illustrator, but the function of the pen tool on photoshop isn't really different, just some test with it and you understand how it work.
Pen tool is also good in photoshop to cut figure, but you could also use other tools.

Pen tool really doesn't matter that much if you are just editing images and touching up. It can still help you for free form selection. But if you are into shapes and logos pen tool is a must, I guess.

pen tool is really useful.... it gives you flexibility to create nice shapes, curves and to select required part of pictures............

There are times that need a really crisp cutout. In those times the pen tool is really the only way when the magic wand selection doesn't work with the picture. Although the selection tools have been greatly improved in CS5 and CS6, there will be times the pen tool is the only way. It seems daunting at first but after a little practise it becomes fluid and useful.
