OTF (Open Type Format) is an open source fonts format. You can convert fonts to otf using converters that you can either download or use straight from a website that provides this conversion utility.
Using Online conversion tool:
Go to Free Font Converter website and use the conversion utility available there. Click on Browse and navigate to your font file and then click upload and select otf from the file formats drop down menu. And click OK.

Using FogLamp for converting PC and MAC fonts to otf
•Go to FontLab website, purchase and download FogLamp utility.
•Open the folder that contains the font you want to convert.
•Start FogLamp and then drag the font you want to convert from your fonts folder to the font conversion window in FogLamp.
•Go to Browse and select where you want to store the converted file.
•Go to the Destination File Format drop-down list and select "OTF" then click on the Begin Conversion button.
