1.Launch Dreamweaver, go to "Open" and navigate to the page that you want to use and double-click on it.
2.Go to the "Files" pane .This will display all of the files, images and pages related with the site.
3. Scroll to the anchor to link. Highlight the words you want to use as the anchor.
4 .Click on the small target icon next to the "Link" box under the "Properties" inspector located at the bottom of the screen. If you don't the "Properties" pane, it could be closed. You can open it from your Windows menu.
5.Press the left mouse button and hold it down stretch the target icon. A line will extend from the target to the destination inside the "Files" pane.
6. In the "Files" pane, click the cursor on the item and the anchor text will turn blue and will be underlined.

Do you know how can we animate a scroll-over from anchor to the link with varying speed(slow-fast-slow)?
