menu design? how does it work?

Hello everybody. I am new here. I have some questions to make. I own a web site, that i am designenig at the moment. I am amateur at making graphics and i would like somebody to design a table and some other graphics at my homepage.

First of all i would like to ask how things work here. If i have understood everything right, i ask for something, some designers try to propose me their work, i choose the one i like and i pay a fee (how is fee determined?)

I would somebody to help me with the menu under Betting Corner (it is on the left). When we find a nice table for this one, we will use the same for all the other smaller boxes on the page. I think the menu i have at the moment is not very nice.

As the site does not have any income, the money i can spend are not very much, so please tell me how much it will cost, so that u will not work for nothing (somebody might make something really nice that i can not afford)
