Simple Animation

I am trying to mke chaser lights on a sign look like they are flashing in sequence. (Like the arrwos you see on the botom of signs) There are 4 seperate drawings with the only changess being in the lights. I've been reading the book and watching the videos but it's still over my head. I would love some advice on this !
