Hi Opheliact! Here in DC the contest are prepayed. Most of them have winners even if non guaranteed, they don't need to be guaranteed to choose a winner. It happens sometimes the CH to abandon the contest but I think it is rear, if the contest is abandoned the admins split the price between the top rated designers. Sometimes the contest is refunded but I have seen only a few like this.
