As long as the ch is aware the image will need to be purchased if that image is part of the design. You also have to check the allowed use of that image. If the allowed use restricts resell (if that is what toe design is for) then no it is not allowed. This is completely up to you the designer to check this out as it is not fair to the client to provide a design that will not be allowed to resell.
