my PSD file has a specific color i need, PMS 300 in my logo. So on my MAC i make it. When someone at my work opens the PSD file on a PC, it is not the same color. why arent the colors the same?? even when i save it as a PDF, if someone on a pc opens it at my work. its a different shade of blue.

If it's a .psd file, the color settings may be different.
There's tons of different color settings, and if people use different color setting when opening your document, the color will be different. Also, maybe you're using either RGB or CMYK and your buddy is using the other one. (For printing purposes use CMYK, and for web and screen use RGB)
About the PDF, make sure when exporting that the color settings is the same.
Edit - Color Settings > to check which one you are using at the moment, and then make sure when you are in the PDF option page to set the same color settings as the outcome.

It's the only thing I can come up with which makes the color differ.

check Image > Mode and ensure the RGB/CMYK is the same as the original
