Im kinda interested in this too. I know there is free software for development on both android and ios platforms as well as pc, mac, etc. This is probably not really a photoshop related question but phones are HD nowadays so design in hd (1920x 1080 pixels) and you can always scale down but not UP. Look up android and ios development kits. I know from my experience it's always better to design in vector (illustrator) first then send over to photoshop (bitmap) when designing gui and stuff. Anyone else have any insight?

I'm not an export when it comes to mobile app design, but like you mentioned, from my experience it's easier to design at 2x and then scale down (but it is also possible to scale up as well but there are more factors to consider). Designing in Photoshop is fine, just remember to use shape layers and use the pixel grid. It's too bad adobe discontinued Fireworks because that would be the ideal software to use
