Maybe first you can start with professional software learning, such as Photoshop, Illustrator, and CoreDraw. Because if you want to learn UI design well, you must master the use skills of these software, especially Photoshop. You can leran it from some free learning website, if you have certain economic source, you can take course in traning school.

Pay attention to the interfaces you use every day and ask yourself what makes them work well or not. Look at websites and apps that you admire and try to identify what makes their designs effective. You can also find inspiration from design blogs and portfolios.
