Semi-realistic Image Effect

Hello Guys,

How we can create an cartoon effect(very close to image or semi realistic image) on an image without any default filter in Photoshop filter gallery.

There is a filter out there to do this. It is a cartoon filter. I forget the name of it and it is not a free one, at least I don't think it is. you may be able to research it. Sorry that I don't know how to do it with out a filter.
