Many CHs do not rate any designs or comment on them. It is important to know if we are headed on the right track or completely off. Does it costs them anything to do so or is it their choice to refrain from doing so? Anybody out there good at convincing them to start?

It doesn't cost the contest holder anything to rate designs. We "strongly" encourage feedback and rating of entries in all contests. Some clients will not rate or give feedback, We do not really know why and this is not unique to designcontest.com This is an issue throughout the crowdsourcing industry
