Our law firm is hoping to have a new website developed through Designcontests.net.
How do we start the process and what is the usual turn around times on the projects?
Also how are the costs determined?

You start the contest by going here: http://www.designcon...nt/view/102/47/
Costs are determined by you. You set the prize of the contest, but we do have minimums. They are listed on that page that I linked you to.
Contests run for a maximum of 2 weeks, and then it usually takes the designer a couple of days to finalize files. A lot of that depends on you also, if you want a simple website, they are quicker than more complicated programming, etc.

You MUST be an Elite Designer to enter the contests. Please go to www.designcontest.net and follow the link that says "Love to Design" to get more information and the requirements for joining. There are NO EXCEPTIONS.
