Standard way somehow I cannot reach (spherize, distorsion, etc.) Does it works with some plugin or way to accomplish this?

I'd personally map it out on a 3D object, but you're not going to do that in Photoshop. A blend in Illustrator would likely give you good result as well. I'm opening PS right now and trying a few things. If I come up with something workable I'll post back.

well, try to show me then, what did you achieve. A small problem is that I need to gain real 3d look in 2D space. It means the position of those dots on the globe, as well as to the real object on sphere. And I don't want to do it manually, like this one in Illustrator. Most of it is visible above and below, at the poles. I was looking for a plug-in for Photoshop, something better as spherize, see below.
I know that the best course of action for this case is it to make a ball in some 3d editor and place this motive on it as a texture. Then it would be physically accurate. Photoshop for 3d stuff I don't use at all, for my needs I have still CS5.

Make a grid of dots, say 7x7. If you use a single column it will distort and won't be accurate, but a grid will warp evenly as long as it is centered(you'll have to delete 4 on the outside)...
...and yes, your best bet would be to map it to 3D object as a texture. Anim8or is free and would be super easy to use with UVMapper to knock this out correctly and fast.

Use the Ellipse Shape tool to make the first circle near the middle of your canvas. Hold down the Shift key to force the round circle. Set the fill to your color and stroke to none.
Now Shift Ctrl Alt t (Shift Cmd Opt t) as many times as you need to copy the ever smaller circles. (not that with Shape layers, Step & Repeat adds to the same layer)

"dots on a sphere" in Illustrator
Row and columns of circles can be drawn to arbitrarily 10 x 10 array and aligned vertically and horizontally.
The array can be made into a symbol on the symbols pallet.
To make a sphere, draw a circle and cut it on the top and bottom nodes.
Take the right hand arc and apply "revolve" under the 3D menu (under the effects menu)
this will create a sphere.
To apply the dots, click on preview and the "Map Art"
Map art will bring up the symbols pallet from which you can select your dots..
You also can make the sphere transparent so only the dots are visible.
There is much twerking and adjusting to get this look remotely correct.
Because of edge distortion, the more dots in your array, the better.
You can apply lighting effects and some perspective to get better results in the "revolve" menu
So this makes scalable vector dots with a transparent background.
Edge distortion is the one abiding flaw.
