Did the deliverable file types for websites change?

Just  came across this for a landing page and they  want HTML files as the final product, I wasn't aware that was even  an option.

Theoretically no, it's a design platform including for websites, landing pages etc. However, some clients require the coding part also. If they ask this after the contest is over you can charge them extra for code, but if the client specifies this in the brief....I don't think you can do much, sometimes there are designers who accept the job anyways. You can tell him that the implementing part shouldn't be part of the contest, but I've seen both cases: some of them ask for a refund or accept to pay extra....depends.
