Hi Ryan, welcome to DC. Please make sure you read all the requirements and fulfill them before applying to the design team. Until you are on the design team, you won't be able to enter the contests that require the canvas.
You MUST be an Elite Designer to enter the contests. Please go to www.designcontest.net and follow the link that says "Love to Design" to get more information and the requirements for joining. There are NO EXCEPTIONS.

I'm afraid it's not quite that simple. There's somewhat of a process that members have to go through to be able to participate in the paid contests. There's plenty of information in the FAQ and some additional info in my signature (below).
