180degree change in a brief?

I hope it's ok to start a new thread, but wasn't sure where to post. The thing is with this contest:
Food Truck Design
After a couple of days of cloud9burgers the thing changed to cloud9slider. That's OK with me because you only had to change a word in the design.
But now, after some painful hours of work from some submitting designers, every entry was eliminated and it changed AGAIN to the slide house. Also the style and requirements are almost opposite of the first contest.
I am not sure I will follow this "new" contest after submitting and working on the previous two tiles.
But I was just wandering, is this really ok? I think it's not too fair for the designers.
I worked in the industry, but in 10 years I never experienced such a radical change in brief. Or at least when something changed, the client announced first so that work on the old requirements stopped.
I hope it makes sense...

After reviewing all the entries so far we're realizing that we want something more refined and modern than "Cloud 9 Sliders." I understand the frustration. This happens once in a while, I don't like it when this happens but it seemed to be the only solution to this contest.
This happens when a client starts a contest they are not quite ready for or see that they went the wrong direction with the design they originally thought they wanted. Sometime the first idea doesn't or will not look they way they envisioned so they regroup.
I am happy though the contestholder called and explained the situation instead of abandoning the contest or asking for a refund

Hello to all...
I was participating in that contest and I spend lots of hours of drawing and desiging and I was getting a good rating, but now all my work is gone. I have question for admins, did you remove some comments on that contest and why? Designers dont have rights to say something about removing their work?
