Can anyone please advice me about CSS debugging tools that I can use to debug my CSS code at the time of editing itself. Trying to debug CSS code manually can be quiet time consuming.

Getting an instant preview of the layout while modifying the CSS is always a good practice. It helps debugging and understanding CSS styles more. There are some free CSS debugging tools that you can install on your browser such as :
DOM Inspector, FireFox Web Developer, Firebug, andInternet Explorer Developer Toolbar
