I think it needs to be alot more clear what the definition of contest is. People are turning them from contests into bids, which I dont think this site is al about.

There were a couple new "contests" posted today that seem to have been turned into "Heres my portfolio, if your interested you can hire me" posts. Im not going to single any one person out, but it seems to be the same one thats doing this...

Anyways, these people take away from the contests, because once people start bidding on projects, and not actually designing anything, it defeats the whole purpose of competing for the best design.

Does anyone else know what I mean?

Anyways, maybe there could be a new rule enforced, or possibly moderation of these posts?

Yes, I agree completely. Contests should allow people of all skills/abilities/styles to enter. Turning it into a bidding contest doesn't allow the less experienced designers to add to their portfolio.
