To add a glow effect to your text in PSP, do the following:
1.Open a new picture that has a transparent background.
2. Set the size of your picture to 300 by 150 pixels.
3.Color the background black using the fill tool .
4. Add a new layer to your picture and name .
5. Make the picture’s foreground color green and black
6. Using the text tool type on the image.
7. Select you preferred font. Go to Image>Effects>Chisel and a pop up window will display. Select background color and set the size to 10. Click OK.
8. Go to Image>Blur>Gaussian blur and set the radius to 3.00 and click on "OK."
9.Add another layer and . Change the foreground color in this layer to light black.
10.Using the text tool put the text using the same style to the top of your image
11. Align your text so that it is directly above the blurred text.
12. Your final image would have three layers. Change the opacity levels of your first layer by using the layer opacity slider .
